Mason County Fiscal Court
Special Session
February 26, 2010
4:00 p.m.


The meeting was called to Order by Judge/Executive James L. “Buddy” Gallenstein. Present were Commissioner Donald Tumey (District 3), Commissioner F. J. “Bear” Finn (District 2), Commissioner Patrick McKay IV (District 1), County Treasurer Kim Muse, County Attorney, John Estill, and Assistant County Attorney Jackie Wright.. Media from the Ledger Independent was also in attendance.

Rural Secondary Roads

Mr. Randy Stull, representative for the Department of Highways, District Nine, presented the Court with the Rural Secondary Recommendations for Fiscal Year 2010-11. These recommendations included work on the following roadways: Ky 324, Ky 170, Ky 1448 and Ky 3313.

These recommendations are attached hereto.

After careful review, motion was made by Commissioner Finn and seconded by Commissioner McKay to approve Resolution 10-05 in which Mason County Fiscal Court recommends and prioritizes improvements for appropriations from the Rural Secondary Road Fund. This list included the following roadways: Key Pike, Pleasant Ridge Road, Lees Creek Road and Big Pond Pike.

County Treasurer

Motion by Commissioner Tumey and seconded by Commissioner McKay to authorize the purchase and payment of the following vehicles from Larry Stigers Equipment, Trailers and Trucks in Frankfort, Kentucky:

1) 1998 Ford F-800 (Vin #1FDNF80CXWVA16775) at a cost of $9,900 for use by the Recycling Center; and

2) 1998 International 4700 (Vin#1HTSLABM1WH536085) at a cost of $7,600 for use as a livestock removal vehicle.

Motion by Commissioner McKay and seconded by Commissioner Finn to pay claims, as presented.

Landfill Phase III

Mr. Roger Blair, Senior Engineer with TetraTech of Lexington, designers of the Phase III Residual Landfill project, appeared before the Court to echo the recommendation of Todd Leonard, Landfill Manager, to award the bid for Phase III to Kanawha Stone Company.

Motion by Commissioner McKay and seconded by Commissioner Finn to award the bid for Phase III to Kanawha Stone Company, Inc. for the bid amount of $948,722.40. Bid documentation is attached hereto.

There being no further business, motion was made by Commissioner McKay and seconded by Commissioner Tumey to adjourn the February 26, 2010 special meeting of the Mason County Fiscal Court.
